In his first term Art was appointed to the House Judiciary Committee which was a perfect fit. In only his second term, he was asked to serve as the vice chairman of that committee.
Two House Speakers with very different political persuasions each entrusted the chairmanship of the House Judiciary Committee to Art’s leadership. Both Speaker Albert Sommers and Speaker Chip Neiman appointed Art Chairman of the House Judiciary Committee.
In 2026, when serious allegations of possible misconduct arose during the Budget Session, Speaker Neiman asked Art to chair the House Special Investigative Committee that examined the allegations and conducted a formal hearing. When the investigation was completed and the unanimous committee report was presented to the House, members on both sides of the issue, expressed their appreciation to Art for the manner in which the committee conducted its investigation.
