Wyoming is blessed with a Constitutional requirement that we have a balanced budget. Recently the state has been granted significant sums from the federal government and these funds have allowed the state to meet many needs. These funds, however, are one time dollars put on the credit card for our children and grandchildren to pay for in future years. The revenue picture for the state does not look particularly good. We must make hard choices, more cuts to our budget are likely.

Bringing the budget in line with available revenue is a challenge. How much government can we afford? Agencies must prioritize and streamline. More cuts are likely. Even so, the legislature must provide funding for the core functions of government. These important services should be well funded and adequately staffed.
